Update CONTRIBUTING.md to include local tests

What would you like to be added:
Modify CONTRIBUTING.md file to include local testing commands for developers to execute first on their machine before pushing to CI pipeline.
Why is this needed:
Most of organizations require from developers to do local tests first before pushing their changes, I wonder if kube-state-metrics needs this.
Describe the solution you'd like:
Pick build (Docker or local build), test (test unit, modules validation) and linting commands and display them in the markdown file

This issue is currently awaiting triage.

If kube-state-metrics contributors determine this is a relevant issue, they will accept it by applying the triage/accepted label and provide further guidance.
