chore: update better-sqlite3

We are using an old (v8) version of better-sqlite3. We should update to v11, which is the last version to support node v18. The lack of node v22 prebuilds in v8 is causing workflow errors: digidem/comapeo-core-react#98

Our release action updated the nodejs version it uses to 22 so we need this for releasing now 🙃
