Dark Sparkles and Hover Sparkles Code same

I found that in github, as well as ui-layouts the Dark Sparkles codes and Hover Sparkles codes are the exact same match. Could you update the code please?

Both are supposed to be the same, but did you face any issues with that?

I dont think both are supposed to be exactly same, demonstration tells different story. We could see in the demonstration on the ui layouts web page, that hover sparkles does have an astonishing hover effect.

But currently the code has no such thing.
