UTF-8 quotation marks do not trigger auto-pairing

If I have, for instance, this configuration:

let b:pear_tree_pairs = { '“': {'closer': '”'},  '‘': {'closer': '’'} }

And then I type “ (U+201C) in insert mode (by pressing AltGr+v in my Brazilian keyboard) the corresponding ” (U+201D) is not inserted. Same for ‘ (U+2018) and ’ (U+2019) pairs.
