TianoCore Documents Adding

The following is a summary of the steps required to add a new document to the tianocore-doc project.

Send email to edk2-devel requesting the addition of a new document along with the document title.

An administrator reviews the request on edk2-devel, and if approved:

Creates a new empty repository in GitHub TianoCore-Docs. The repository naming contention is
<project>-<title> -
Add links to the latest draft of the new document to the TianoCore Wiki pages.

Send reply to edk2-devel that the document has been added and that the new repository on GitHub TianoCore-Docs is ready for content.
