Show data fetching errors for pickers #166
Description
Showing an error message if the pickers (e.g. TeamPicker) fail to fetch the options or PackageUpload's info GET fails will make it clear to the user that there is an issue instead of just showing Loading... or, in the case of PackageUpload, nothing.
