Reset to 0-bootstrap #1438
Description
I've successfully gone through the bootstrap step (using GitHub actions flow). Now for the 1-org step I've had multiple failures of various kinds starting with the project quota issue and others as a result of that. I tried a bunch of things but think I just made it worse (deleting projects, deleting remote state, etc.)
Is there a way to just reset my organization to the state it was after 0-bootstrap? Terraform destroy in the org step did not work.
Would love to not to have to delete the entire org and start from scratch due to project quota grants, billing account etc.
Any help is highly appreciated!
