Slow mode won't deactivate after bot restart

## Problem

If the bot server restarts after activating slow mode, it won't be aware of the current slow mode state. 

## Proposal

When scanning new messages, check the channel's current slow mode state. If it differs from the server's state, then check busy levels and continue with the evaluation.
