Description
Added source versioning on creation. This feature is supported for a while in OBS.

It allows adding new features to sources and filters while preserving old behavior for already created ones.
Motivation and Context
This is required to fix text blurriness as shown on the image below. More precisely, the issue was addressed in
text_gdiplusof versions higher than one.How Has This Been Tested?
