Although rebalancing and other stuff doesn't occur extremely frequently today (~15 day intervals), it might dramatically increase over time. This is also a low hanging fruit automation that we can very easily automate.

Implement a bot to automatically create the transactions to the gnosis safe, via the proposer role in gnosis.

Blocked until #78 is merged.

We don't even have to route it through gnosis. Rebalancing could be fully automated because routes are meant to restrict the rebalancer role to cause harm.
