Make SanitizableData.key non-nullable

org.springframework.boot.actuate.endpoint.SanitizableData#key and org.springframework.boot.actuate.endpoint.SanitizableData#lowerCaseKey should be made non-nullable. We should also add an assert check into the constructor.
