Upgrade to Checkstyle 9.3

`TernaryInIf` and `TernaryInWhile` will need to be updated so that the fix for [a false negative from `SimplifyBooleanExpression`](https://github.com/checkstyle/checkstyle/issues/11015) doesn't result in errors being reported.
