Fix extract_1d unit test failure under numpy 2

There seems to be a minimization instability in the SOSS extraction unit tests for substrip96 with numpy 2 across different architectures. I can't reproduce it on my Mac, but regression tests on Linux (e.g. https://github.com/spacetelescope/RegressionTests/actions/runs/12717188152) persistently show a significantly different output spectrum -- all values should be ~30-40, but on Linux have a ~20 element dip below zero. The input data is pathological (all ones), so I added a little noise to simulate more realistic fitting conditions. This makes the output more robust across architectures and numpy versions.

Attempt 3 includes these changes and is now passing with numpy 2; Attempt 4 is passing with numpy 1.
