A follow up to #8887
downstream jwst testing in stdatamodels is showing errors:

Which appear to be due to missing test data files.
This PR adds those files to the package data (and should hopefully prevent the failures).
I tested this locally by pip installing jwst (non egg-link) and running the failing test with
--pyargs jwst. I'm not sure at the moment if it's worth trying to update the CI here to test--pyargs jwston a pip installed version of the package. I think this would have caught the issue and it appears there is an unused tox factor for it:jwst/tox.ini
