hdbscan 0.8.28 is causing this issue

It looks like this is caused by the recent joblib update to version 1.2.0. Try pinning joblib to version 1.1.0:

pip install joblib==1.1.0

Restricting to joblib 1.1.0 is not a great solution due to https://nvd.nist.gov/vuln/detail/CVE-2022-21797
