Added testing framework setup
Creates a local instance of the database and seeds data (This needs more effort to add more data but these can be included with next endpoint tickets as a part of the ticket)
This is mainly for unit tests and doesn't test the endpoint rather the service the endpoint uses
MongoDB calls aren't mocked (I don't think this will be an issue but I can check with Elvin about this)
Further work is to test the previous services
