Allow wrap-static-fns to be used without experimental feature

Currently using the "wrap static fns" feature requires --experimental or the experimental cargo feature.

I didn't see a tracking issue for stabilizing this feature to no longer require experimental, so I'm filing this to figure out what the blockers are.

hey Alex, my main motivation to keep this feature experimental was to be sure we weren't delivering a buggy C code generator but after a few months the number of issues about it has decreased to such a level that I'm OK with saying is stable. I'll create a PR with this change
