Fix last_msg indexing.

Description

When Gemini generates more than two tool calls in a turn, there is a out-of-bounds indexing error in prepare_chat_params. Specifically when indexing into history.

I believe #18527 introduced the bug. (BTW, thanks for fixing that @logan-markewich! We had been maintaining a small fork for that.)
