`ruby-dev-builder` broken since bundler 4.0.0.dev

Currently there are no ruby-dev builds for linux/mac since more than a month ago.

I have a fix for this in ruby/ruby-dev-builder#19, details/explanation there. Opening here since I don't know if anyone watches that repo.

Not related to that, but I also noticed that it still builds for macos-13. Those images will be gone next month if you didn't already know: actions/runner-images#13046

I know, but we'll keep using them until they are truly gone, otherwise it breaks usages of macos-13 earlier than it's retired (if compiled on newer macOS it doesn't run on older macOS).

Opening here since I don't know if anyone watches that repo.

I watch the repo but not the CI runs.
Most failures there are actually from CRuby issues so far, so maybe we should find a way to forward failures there to CRuby Slack.
If the failure is something that needs to be fixed in that repo, then it's of course good to open an issue like this one or ping me.
