Release notes for 0.16.1

This release was made from branch elinks-0.16 with some commits cherry-picked from master branch. Linux static binaries were built on alpine-edge. DOS binaries were crosscompiled on Fedora 38. I cheat a bit with DOS binaries, they failed to built out of the box. Lite version (without js) and normal version were compressed in the same archive this time.
