I cannot correctly download the gpt2 owing to unicode error,the cursor suggested me to ues python3.7 to fit the tensorflow 1.15.0,but I find the requirementx.txt mentioned that the recommended tensorflow >=2.18.0,which fits my tensorflow.I don't know how to fix the problem

Maybe the same issue as reported in #556?

The issue there was the path where the repo was locally clone into had chinese characters. Could you please try to move the repo folder LLMs-from-scratch in a directory that only uses latin letters. e.g. on Windows "C:\Users\[your_username]\Desktop"?
