This solves the same problem that #542 attempts to solve with a different approach.
I also conditionally filtered some specs that are guaranteed to fail on Windows due to Symlink permissions.
Created a spec targetting the
rails generate rspec:installproblem. There are other broken specs on windows, but I snapshotted before and after to make sure I did not break any additional tests.
