Don't care about creating a namespace

The component no longer cares if the namespace it's supposed to be in doesn't exist yet.

This prevents ArgoCD from complaining about multiple instances. Since MaxScale is often deployed along with other things in the same namespace, the namespace should be created separately.

Checklist

• Keep pull requests small so they can be easily reviewed.
• Categorize the PR by setting a good title and adding one of the labels:
  bug, enhancement, documentation, change, breaking, dependency
  as they show up in the changelog
