This eliminates the go-level dependency on Kueue APIs, which allows us for a looser coupling between AppWrapper and Kueue.

The only dependency was in the e2e test creating of queues. Change this to using unstructured + yaml, which eliminates the go-level dependency on Kueue APIs and enables a looser coupling between AppWrapper and Kueue.
