Shortcuts won't work with pages that don't load

The shortcuts don't work when a page displays error "The webpage is not available" or "Unable to connect to proxy server.." etc.
I don't expect all the shortcuts to work, but if I want to reload the url for that url, pressing r should work at least. It'd be better if shortcuts like o, b, B, O, T, t and some others work.

This is a dup of #934. To quote myself from there:

This is a chromium bug. The "This webpage is unavailable" page admits the URL data:text/html,chromewebdata, and hence Vimium is unable to activate on it.

@mrmr1993: Checking quickly here and here it looks like this might have been fixed for some cases.

Looking at the documentation added by the commit, this flag has no effect on the data: schema, and so can't help us here.

More specifically, if you look at the commit, the only real change is to check permissions against the origin inherited from the last non-about: parent of an about:blank frame (if there is one), rather than about:blank itself.
