Hello!
Today I wanted to use this library in a new net core 3.1 api. I was perusing this repo and saw it was a bit outdated. I created this PR to update it a bit.
The biggest change in this PR is removal of anything pertaining to legacy .net (win8.1 portable class lib). Microsoft has suggested all new projects target .net core. source
Other than that the .net standard lib target was upped to 2.1 (latest). The SLN was updated to v16 (VS2019). I added the gitignore, license, changelog, and readme files as SLN items. I removed parts of the readme pertaining to the legacy stuff and fixed the icon because the tinypic link was broken.
