Add callout that Windows supports BM.Optimized.36

What would you like to be documented:
We should call out in https://oracle.github.io/cluster-api-provider-oci/gs/create-windows-workload-cluster.html that the BM.Optimized.36 shape is supported.

This has been tested by others and would be good to call out.
