Add support Resource attributes in eta-logs exporter

https://github.com/open-telemetry/opentelemetry-rust-contrib/pull/288/files This added ability to add resource attributes with each log. Need to add similar capability to the opentelemetry-etw-logs crate too.
Almost everything can be modeled exactly like in this PR.
