VertexAI tool call may be duplicated in user event

and the tool call "request" appears in the choice event in both messages and in tool_calls. See open-telemetry/semantic-conventions#1883 for discussion.

This is a tracking issue for the actual opentelemetry-instrumentation-vertexai.
