add support for compressed payloads

in https://github.com/netlify/ingesteer/pull/105, we added support for gzip-compressed HTTP payloads. I'd argue that all of our services should be able to accept gzip-compressed payloads by default! we should add that middleware to the netlify-commons routing :)
