Changed DeleteAccessRule to use swagger api

Test Steps

1. Create a bucket
2. Go to Manage Bucket screen/Anonymous tab
3. Create an anonymous access rule
4. Delete the anonymous access rule

could you check the error handling?
Steps to verify:

- create a bucket
- add access rules
- stop the minio server
- try deleting the access rule  . the below error is shown
