React.UWP.dll version is shown as RNW_PKG_VERSION_STR

Something is up with how we define the resource string and the version in windbg shows as the string RNW_PKG_VERSION_STR instead of as an actual version number

CI has a step to set version for published DLLs, but we no longer support ReactUwp for 0.62. Going to close this issue.
