Steps to reproduce

I am experiencing an issue with the PowerToys Settings app on Windows 10 Pro 64-bit Build 19045. I have an old HP Compaq dc7700 Slim Form Factor (SFF) PC with 4GB RAM and no Secure Boot capability due to its legacy BIOS and MBR mode partition (no UEFI or GPT support).

The PowerToys Settings app does not display any content or options when I launch it. It only shows a blank window with the standard buttons at the top right corner. The window color changes with the light or dark mode, but nothing else happens. I have included a screenshot of the blank window and a copy of my sysinfo entries for reference. I would appreciate any assistance to resolve this issue.

Note that this PC is using the following latest graphic driver (installed by Microsoft by default when installing Windows 10 Pro; confirmed by this driver database page):

  1. Launch the PowerToys app from the Start menu or the desktop shortcut.
  2. Right-click on the PowerToys icon in the icon tray in the task bar and select Settings from the context-sensitive menu.
  3. Observe the behavior of the app when it tries to load the settings interface.

✔️ Expected Behavior

The expected behavior for this app regarding the issue is that it should display the settings options and menus for the PowerToys modules, such as FancyZones, PowerRename, Image Resizer, etc. The app should also allow the user to customize the settings according to their preferences and needs. The app should not show a blank window or fail to load the settings interface. The app should be compatible with Windows 10 Pro Build 19045 and work on any PC that meets the minimum system requirements, regardless of the BIOS, boot or partition mode.

Other Software

Not relevant. some PowerToys features work as expected but I couldn't access its Settings and UI-based utilities.
