Exception: Timed out waiting for Cromwell to start.

Describe the bug
When running the deployer for a new deployment, the deployer returns "Exception: Timed out waiting for Cromwell to start."

Steps to Reproduce
Create a new deployment of CoA using the CoA deployer.

Expected behavior
Cromwell starts up, allowing the deployer to run a test workflow and allowing the system to run actual workflows.
