In one case, follow Solaris instead.
Following NetBSD man page recommendatsion to first truncate and then use posix_fallocate. Recognize NetBSD errno if the function is not supported by the file system.
NetBSD's implementation does not support setting a priority for SCHED_OTHER. The same is (was?) documented for the Linux one (as of 2.6 though).

This mostly follows the support provided for FreeBSD,
with some additional fixes.
The result was used to start a MariaDB instance on NetBSD successfully.
