Use newer version of kv-cache-manager (newer than v0.2.1)

Once the newer version will be released, remove storedToTaggedUnion and removedToTaggedUnion and use toTaggedUnion instead.
In addition, remove constants BlockStored and BlockRemoved and use constants from kv-cache-manager.
