Fixed implementation of lint staged

Lint Staged - updated implementation

The current pull request adds improvements on lint-staged, as well adds improvements on the workflow of the application:

• adds commitizen for improved commits messages
• adds a pull request template to allow commits to have a unified format
• adds new version of husky with the respective hooks
