Filter the removed nodes to avoid removing the new ones when etcd and kube_control_plane have a different number of nodes.

What this PR does / why we need it:
This is a little script and dynamic inventory to implement a control plane migration procedure. (as described in https://github.com/kubernetes-sigs/kubespray/blob/master/docs/operations/nodes.md#addingreplacing-a-control-plane-node)
Since you can't remove hosts from Ansible inventory at runtime, this instead use jq + a "proxy" inventory which rotates the control plane as needed.
