⚠️ Remove reference and configurations for Packet (Equinix Metal)

What this PR does / why we need it:

The Packet (Equinix Metal) provider is being deprecated. While it will still be available for use, deprecation seems to indicate that we should discourage usage and remove it from the default available providers.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I think the pull-cluster-api-apidiff-main is expected to fail because I am removing something? But this is also my first run through with this particular job and go-apidiff so if that's not expected, any pointers would be appreciated 🙏🏻

As for the dead link, this looks like it's actually another deprecated provider. Happy to take care of it as part of this PR or as a follow up so as not to mix too many streams in a single PR.

The broken link issue will be fixed when #12145 is merged.
Then pull-cluster-api-apidiff-main is must be failed since the provider is removed, so it isn't matter.
