Helm chart capi-operator v0.23.0 missing

Hello, just wanted to point out that the new release v0.23.0 doesn't have the chart published on the helm repository.

@gcleroux thanks for opening the issue.

Looks like it was forgotten to be updated when we released v0.22.0 (latest N - 1 minor version), and we did bump the chart to v0.22.0 after the latest release: v0.23.0 in #857.

I opened #882 to fix this issue.

@furkatgofurov7 From what I can see, chart archives are added as files to a GH release.
This can lead to the current situation where there's a drift between the index and the latest version.

At leat for me, it would great if the helm charts were published automatically in the release pipeline and push to an OCI registry (like ghcr.io) instead. Removing the possible drift and making gitops automation easier for us.

I would happily draft a PR for this feature if that's something this project is open to.

@gcleroux we can open a separate issue for that and fix is always welcome. For this specific issue, #882 should be enough to close it.
