remove smb-globalmount when azure file is unmounted on windows node

Describe the solution you'd like in detail

on Windows, we don't have the volume list in os level, this driver does not remove smb-globalmount when azure file is unmounted on windows node, we need to fix this issue in near future.

there could be connection issue if there are lots of smb mounts on the node, could use this workaround to mitigate the leaking azure file open handler issue: https://kennyl.us/2021/03/07/azure-file-share-not-enough-quota-to-process-this-command/
