Find use case example for torch-xpu-ops.lib in sycl cpp extension #2215

A follow up from https://github.com/pytorch/pytorch/pull/162579/files#r2458702332. Need to consider which use case example we might have which requires adding torch-xpu-ops.lib to the list of link libraries in sycl cpp extension.
