Vault's TXIDStore should return the block of the last committed transaction

If the last committed transaction into the Vault was a Fabric Config Transaction, the node will fail to restart processing the transaction stream from the delivery service.

• Tactical solution: restart from genesis if the last transaction committed is a config transaction
• Long term solution: get support from the vault as described.
