Any new release plans?

Hi, it has been quite a while since the last [v1.22.0](https://github.com/glebarez/go-sqlite/tree/v1.22.0) release (2 years ago).
I saw some activity going on the `master` branch, but do you guys have a plan to make a release? 
Many changes have happened in SQLite. See [changelog](https://pkg.go.dev/modernc.org/sqlite#hdr-Changelog).
