Sorry, I completely missed your question.

I've tried building and running this and I'm able to use the Start Capturing on Mac OS (using My Mac (Designed for iPad)) and get it to transcribe successfully. Is that the correct target or should I be using something different?

I am also building for My Mac (Designed for iPad) and when I click the "Start recording" button, I see the following warning in the log:

And nothing happens. The button remains as it is.

But I think it is some permission issue on my Mac, because if I build the application for my iPhone, it runs correctly.

Anyway, it's probably something wrong on my end - will try to figure it out.
