Describe the feature you would like

Introduced in #11347 as a temporary workaround; it is desirable that this is configurable through CLI parameters / configuration.

It is reasonable to assume that our users expect not to be bounded by the gas limit cap introduced in EIP-7825 but we should add a flag that allows them to enable it.

Additionally we should add a dedicated set of smoke tests for the --odyssey flag, which now uses OSAKA.
