Not implemented --message option when deploying AppHosting locally #8922

[REQUIRED] Steps to reproduce
The --message option is simply not implemented as far as I can see on the source code.
Not critical, but I consider it a bug since it's a missing option of the standard deploy feature.
Feel free to re-label it.
[REQUIRED] Expected behavior
Should display the passed message on Firebase Console (similar to how the connected repository functionality works).
[REQUIRED] Actual behavior
This causes all builds deployed, say from CI, to show "Deployed from the Firebase CLI" on Firebase Console.
