Summary

Readies the Network panel UI for general release.

Test plan

Panel labelling

Default

✅ Panel is enabled with no flags

With ?unstable_enableNetworkPanel=true (Expo)

✅ Panel displays "Expo Network" and no longer has experimental icon
✅ Request Initiator feature is disabled under this configuration

cc @cipolleschi and release crew @j-piasecki @coado @gabrieldonadel — this might land a smidge after 0.83 RC1. An FYI as this will keep referring to "Dogfooding" and have the experimental icon until merged.

The blocker is I need to finish some fbsource-side integration things for a full rollout without this disclaimer. On it 🏃🏻

@hoxyq Latest push re-introduces negative behaviour for unstable_networkInspectionEnabled = false (from the backend), preserving a per-app opt out if we need.
