Hardware and bandwidth requirements

• Going with Nixo's suggestion for determining how much one should spend on hardware to become a validator (excluding local block builders due to us wanting to add in proofs later)

• Adding a section in each EIP that specifies how it will affect bandwidth and hardware requirements for full nodes, attesters and block builders

• Call for finalization (merge)
