Tabbing across links skips dropdown items

Describe the bug

Due to the site markup, tabbing across links skips the primary navigation dropdown links.

To Reproduce
Steps to reproduce the behavior:

1. Go to homepage
2. Repeatedly press TAB to cycle through site links

Expected behavior

For greater accessibility, users should be able to tab through links. Update the site markup to support this.
